instructions for making certain payments, such instructions still held good and that payments could continue to bomade under them.
What we require now is the approval of the Secretary of State for the payment since 26th December, 1941, of all items of expenditure covered by the Order in Council, and a general authority to cover future payments. We shall also require the authority of the Secretary of State to enable us to use the interest on the Exchange Fund for the purpose of making these payments.
I enclose a statement showing the position of the Hong Kong funds at 31st July, 1942.
